Advocating for Science Diplomacy to Uphold Rule-Based Order in the Arctic at the ICARP IV, Boulder, Colorado!


At the Fourth International Conference on Arctic Research Planning (ICARP IV), Professor Kamrul Hossain, UArctic Chair in Arctic Legal Research and Education, delivered a compelling presentation titled “Science to Diplomacy for a Rule-Based Order in the Arctic” as part of the RPT (Research Priority Theme) 4.1: Actor Scoping: Aims and Objectives of Arctic Research Cooperation & Diplomacy. His address underscored the pivotal role of science diplomacy in fostering cooperation and maintaining stability in the rapidly changing Arctic region. Professor Hossain, who also leads the Northern Institute for Environmental and Minority Law at the Arctic Centre of the University of Lapland, emphasized that scientific collaboration is a critical bridge between nations, facilitating dialogue and mutual understanding amidst geopolitical tensions. He highlighted that the Arctic's unique challenges—accelerated climate change, environmental degradation, and the rights of Indigenous peoples—necessitate a governance framework grounded in scientific evidence and international law.

​The ICARP IV summit, part of the Arctic Science Summit Week 2025, convened experts from around the globe to identify research priorities and promote collaborative approaches to Arctic issues. Professor Hossain's insights contributed to discussions on enhancing research cooperation and diplomacy, aligning with the conference's goals of addressing urgent knowledge gaps and fostering sustainable development in the Arctic. In his presentation, Professor Hossain called for integrating Indigenous knowledge systems into scientific research and policy-making, advocating for inclusive governance that respects the rights and contributions of Arctic communities. He also stressed the importance of legal frameworks that harmonize national interests with collective responsibilities, ensuring that the Arctic remains a zone of peace and cooperation. ​As the Arctic faces unprecedented environmental and geopolitical challenges, Professor Hossain's advocacy for science diplomacy offers a pathway to uphold a rule-based order that balances development, environmental stewardship, and human rights. His contributions at ICARP IV underscore the necessity of interdisciplinary collaboration and legal foresight in navigating the complexities of Arctic governance.
